Constitution

(Revised Autumn 2006 by the Executive Board)

Article 1: Name

The name of this organization shall be the Residential Advisory Board (RAB).


Article 2: Purpose

The Residential Advisory Board aims to promote inter-house communication and events as well as advise the administration on issues affecting undergraduate residents. Issues to be addressed by RAB include, but are not limited to: house competitions, special programs, renovations, housing contracts, maintenance and facilities, development of future College Houses, and security precautions. By addressing such issues, RAB aims to promote a healthy and welcoming environment within the College Houses.


Article 3: Membership

The board shall consist of at least one member of each undergraduate College House. Each house may have up to two voting members at a meeting. Meetings are open, and more representatives are welcome to attend. The RAB executive board may invite members of other organizations such as the Undergraduate Assembly and the Tangible Change Committee to attend meetings.

The duties and responsibilities of board members are as follows, but are not limited to:
1.) Attendance at every meeting or an excused absence thorough the proper contact (24 hours) of the secretary or chair
2.) Familiarity with the RAB constitution
3.) Join at least one event, program, or issue committee during the course of a semester
4.) Communicate issues deemed important by the board to your house, and vice versa

Causes for removal from the board include, but are not limited to:
1.) Lack of attendance at meetings
2.) Lack of participation in RAB sponsored events
3.) Other conduct deemed inappropriate

The RAB executive board must make the first motion to remove someone from their position. A majority vote (in Quorum) is then required to make the removal official. Past chairs are not considered representatives from a particular College House.


Article 4: Meetings

Meetings will be held on a regular basis during the semester as deemed necessary by the chair. The board must meet at least three times during a semester.


Article 5: Officers and Elections

Executive Board:
The Executive Board shall consist of a Chair, Vice-Chair, Secretary, and Treasurer. The responsibilities and powers of the board members are as follows:

Chair:
The Chair shall be responsible for communications between the board and the administration, as well as the running of meetings. The Chair also has the authority to expand his or her responsibilities if other members fo the board do not fully perform their duties. In voting matters, the Chair only has a tie-breaking vote and is responsible for tallying the votes.

Vice-Chair:
The Vice-Chair shall be responsible for ensuring all houses have at least one voting representative on the board. The Vice-Chair acts as a liaison to other students groups as well. In the absence of the Chair, the Vice-Chair shall run the meetings of the board.

Secretary:
The Secretary is responsible for attendance and minutes, to be emailed to all members after each board meeting (within 48 hours of the meeting). Event and programming flyers (or other communication) are also the responsibility of the secretary.

Treasurer:
The Treasurer is responsible for monitoring the budget of the board as well as appropriating funds for board-organized events. The Treasurer must notify the Chair of all transactions regarding funding.

Elections:
Elections will occur every December to put in place new executive officers. Terms of officers begin and end on January 1. Quorum must be present, and is defined as having in attendance over half of the College Houses represented or having in attendance 10 voting members (not including the Chair). Elections will be held for Chair, Vice-Chair, Secretary, and Treasurer in that order. And individual may run for subsequent positions if unsuccessful for a previous office. And individual must have served on the board as a representative for at least one semester before running for an executive position. If this is under question, the executive board determines eligibility.

The votes shall be cast on paper ballots and be counted by the Chair with other executive members overseeing the process. Members running for a position may vote in that race. All voting members may vote in elections, including Vice-Chair, Secretary, and Treasurer. In the event of a tie, a run-off will take place. If the run-off results in another tie, the sitting Chair shall break the tie.


Article 6: Committees

Committees to organize inter-house events/programs or address issues of concern shall be formed when deemed necessary by the executive board.


Article 7: Adoption and Amendment to the Constitution

This Constitution shall be adopted by a consensus of the executive boards or a three-fourths majority of Quorum of the board.

Amendments to the Constitution shall be made with a majority vote of a Quorum of the board. The Chair may make amendments to the Constitution with approval of all executive officers and two other members if deemed necessary.
